Daughters of Virtue & Empowerment Initiative (DOVENET); is an independent, non-profit organization working in Nigeria. The organization was established in 2000 and registered with CAC in 2005, with the vision to see a society where all individuals are empowered to contribute towards growth and development irrespective of gender. DOVENET works with women and young people to make them confident contributors to development. DOVENET is also in consultative status with United Nations ECOSOC since 2018.
DOVENET has been engaged as a local partner to implement the United States President Malaria Initiative for States with the purpose of monitoring and mentoring health facilities on Malaria case management, data management, and malaria in pregnancy in four (4) LGAs (Afikpo South, Ishielu, Ikwo, and Izzi) across Ebonyi State.
The project’s objective is to support routine facility monitoring and clinical mentoring of 176 public health facilities in the 4 LGAs of implementation to accelerate the attainment of PMI-S objectives.
DOVENET is seeking to engage qualified applicants for the positions of Program Manager, Program Officer, Finance Officer, and four (4) M&E Assistants who must be based in the LGAs of implementation.
Responsibilities/Key Deliverables
The scope of work and responsibilities include:
- Attend PMI-S training on malaria case management, malaria in pregnancy, and data management.
- Conduct routine monthly health facility monitoring.
- Conduct monthly facility-based data validation and triangulation between outpatient department (OPD) register, laboratory register, and logistics tools to improve data quality and promote commodity accountability.
- Conduct monthly facility clinical mentoring based on gaps in malaria case management, malaria in pregnancy, and data management.
- Provide updates to the DOVENET-PMI-S implementation team throughout the period of performance.
Duration of Assignment: The duration of the work will be for one (1) year.
Required Qualifications of Program Manager
- Bachelor’s degree or master’s degree in Business Management, Programming, or related field.
- At least 3 years of professional experience in a related organization
- Proven experience in program management.
- Proven stakeholder management skills.
- Proven experience managing a team.
- Competency in Microsoft applications including Word, Excel, and Outlook.
- Understanding of project management.
- Working knowledge of Ebonyi State and the LGAs
- Skills in conducting interviews and ability to probe for clearer answers.
- Excellent communication, reporting and writing skills in English and Igbo languages.
- Ability to work under pressure with minimal supervision.
- Ability to understand some local dialects of Ebonyi State communities.
- Knowledge of malaria issues in the state will be an added advantage.
- Effective team working.
- Good working knowledge of the computer
Required Qualifications for Program Officer
- BSc/HND in Health, or Social Sciences or its equivalent.
- At least 1 year of professional experience in a related organization
- Exceptional attention to detail and organizational skills as demonstrated in at least 3 years of professional experience
- Demonstrated ability to work within a team environment
- Demonstrated project management experience
- Excellent communication, reporting and writing skills in English and Igbo languages.
- Demonstrated ability to prioritize tasks and work well under pressure
- Strong critical thinking skills, ability to problem solve, and resourcefulness
- Awareness and understanding of issues of Malaria in Ebonyi State
- Willingness to assume a range of unanticipated tasks and work flexible hours, including some weekends
- Knowledge of malaria issues in the state will be an added advantage.
- Excellent working computer knowledge skills
Required Qualification for Finance Officer
- Bachelor’s degree in finance, accounting, or relevant field. Certifications in Public Accounting will be an added advantage
- A minimum of 2 years experience in a similar role.
- In-depth knowledge of financial regulations and accounting processes.
- Outstanding analytical and time management skills.
- Strong attention to detail.
- Excellent written and verbal communication skills.
- Working knowledge of Ebonyi State and the LGAs
- Skills in conducting interviews and ability to probe for clearer answers.
- Excellent communication, reporting and writing skills in English and Igbo languages.
- Ability to work under pressure with minimal supervision.

Required Qualification FOR LGA M&E Assistant
- BSc or HND in related Development studies, social sciences, etc., with at least 1-year working experience in a similar role
- Minimum of 1 years experience on MEAL in the field of development
- Working knowledge of Ebonyi State and the LGAs
- Excellent communication, reporting and writing skills in English and Igbo languages.
- Ability to work under pressure with minimal supervision.
- Ability to understand some local dialects of Ebonyi State communities.
- Effective team working.
- Ability to collect data from the selected facilities
- Demonstrate excellent writing and analytical skills.
- Have advanced quantitative skills, including knowledge of statistical programs
- Have a high level of working knowledge of the computer.
- Have strong organizational skills and attention to detail required.
- Ability to manage diverse activities and meet deadlines required; flexible to changing situations and priorities desired.
- Demonstrate initiative and ability to work independently and as a team member to coordinate and/or lead the efforts to effectively meet M&E needs.
- Potential and flexibility of attitude to learn and take on new tasks.
- Knowledge of malaria issues in the state will be added advantage.
